Ladies and Gentlemen
Dear readers,
Noise is one of the great challenges of our time. A change in leisure time behavior, increased mobility and close spatial interdependence ensure that the hearing is exposed to constant strain and thus also to stress. The urban planning model of the "city of short distances" with mixed-use urban settlements and quarters that people value and seek requires that noise protection issues be resolved in the interests of all those affected. Preventive and active noise protection is therefore of great importance.
In particular, the state government attaches great importance to preventive and active noise protection. The aim is to permanently reduce the number of people affected by noise and thus achieve a better quality of life.
Therefore, preventive noise protection in land use planning and mutual consideration in the approval of projects are important aspects that need to be taken into account. Noise maps, which show areas that are particularly exposed, are an indispensable basis for targeted and effective noise reduction and noise protection measures, not only for noise action planning, but also for urban and infrastructural planning tasks.
This noise primer explains the different regulations for the various sources of noise, presents their scope of application and clarifies differences and connections. In addition, it conveys the basics of noise determination methods and the evaluation of the results - in particular for use in urban planning and in assessing the admissibility of construction projects.
Noise protection is not an issue for quick success. Continuous, forward-thinking and long-term action is required. This noise primer is intended to enable and support such action.
