DIN 18005-1 (Noise abatement in town planning) gives planning-related indications for industrial noise and its calculation. The administrative regulation TA Lärm (Technical Instructions on Noise), however, treats pollution control rights, and matters to planners especially because of the used terms, measurement methods and assessment criteria. The planning and construction of operating plants concern technical questions of immission control at the source of emission. This problem is treated in the VDI Manual on Noise Reduction (VDI-Handbuch Lärmminderung) including installation-specific guidelines. Even if VDI guideline 2571 (Sound radiation from industrial buildings; withdrawn in October 2006) is of rather technical importance, it comprises the aspect of the immission prognosis, which is relevant for planning, and is therefore included in the following consideration. Although VDI guideline 2571 was withdrawn, it continues to be applied as the Technical Instructions on Noise (TA Lärm) from 1998 refer to it in section A.2.2. The Association of German Engineers (VDI) recommends using DIN EN 12354-4 instead (Building acoustics – Calculation of acoustic performance of buildings from the performance of products – Part 4: Transmission of indoor sound to the outside).
